The Palestinian Authority (PA) is ramping up its efforts to showcase its ability to maintain security in the Israeli-occupied West Bank, taking decisive actions against armed groups as tensions escalate across the region. This move comes as the PA faces immense scrutiny and mounting challenges ahead of Donald Trump’s potential return to the presidency in January, a development that has profound implications for the Middle East.

In early December, fierce clashes broke out between PA security forces and militants in the volatile Jenin refugee camp, a known hotspot for armed factions. These confrontations, which left 11 people dead, including PA officers, militants, and civilians, underscore the increasing intensity of the PA’s crackdown. The operation began following the arrest of a prominent Jenin Battalion commander accused of possessing weapons and illicit funds. The PA has since zeroed in on disbanding groups affiliated with Islamic Jihad and Hamas, whose presence in Jenin represents a direct challenge to the authority of the PA.

The stakes for the PA are higher than ever, with its credibility and ability to govern at risk. Khalil Shahin, a political analyst, emphasized that the unfolding events in Jenin serve as a critical test for the PA’s resolve to impose law and order in the region. The ongoing Gaza war, which erupted after Hamas’s surprise October 7, 2023, attack on Israel, has only amplified the pressure on the PA to assert its governance capabilities.

PA President Mahmoud Abbas has adopted a hardline stance, rejecting mediation efforts and demanding militants surrender their weapons unconditionally. PA security forces spokesman Anwar Rajab reinforced this position, declaring that “there will be no tolerance for this rogue group that operates outside the law.” This hard stance reflects an effort to portray the PA as a capable and reliable governing authority, but it also risks exacerbating divisions within Palestinian society.

The rivalry between the PA’s Fatah party and Hamas, which has controlled Gaza since 2007, is intensifying. Armed factions in Jenin and similar areas often position themselves as the legitimate face of resistance against Israeli policies, undermining the PA’s public support. Videos circulating online showing alleged abuses by PA forces have further fueled criticism, with Hamas and Islamic Jihad accusing the PA of aligning with Israeli interests. Fatah, in turn, has condemned these factions, accusing them of promoting chaos and undermining Palestinian unity.

As these internal struggles continue, the PA’s focus on strengthening its security operations also appears linked to the shifting dynamics of U.S. leadership. Under Trump’s first term, U.S.-Palestinian relations severely deteriorated after controversial decisions such as moving the U.S. Embassy to Jerusalem, cutting aid to Palestinians, and supporting Israeli annexation plans. Observers like Hani al-Masri, the director of the Palestinian Center for Policy Research and Strategic Studies, suggest the PA’s recent moves may be a pre-emptive strategy to position itself favorably in potential U.S.-brokered ceasefire negotiations or peace discussions.

Masri, however, cautioned against assuming that Trump would view the PA in a more favorable light during a potential second term, noting that past actions have left little room for optimism. “The PA believes it will be acceptable to the new Trump presidency if it lowers [its resistance],” Masri stated, warning of the dangers of clinging to such illusions.

The broader picture in the West Bank and Gaza remains fraught with uncertainty. The combination of PA crackdowns, ongoing Israeli military raids, and the deepening Gaza conflict has fueled fears of further intra-Palestinian violence. The PA’s recent actions reflect both a bid to strengthen its authority and a precarious balancing act amid growing discontent and instability.

The path forward for the PA is riddled with challenges, both from within Palestinian society and from the broader geopolitical environment. Whether these efforts will yield the desired results remains uncertain, as rival factions and external pressures continue to test the PA’s grip on power.
